TSA’s Capital Investment Plan (CIP)

The Capital Investment Plan (CIP) is submitted annually to provide Members of Congress and their committee staff with a blueprint for how TSA will invest to maintain and advance its transportation security equipment. Before submission, the CIP undergoes review and approval by the TSA Administrator, the Department of Homeland Security (DHS), and the Office of Management and Budget. Based on feedback from the TSA Administrator, DHS, and Congressional stakeholders, Kevin and his team led an extensive overhaul of the Agency’s Capital Investment Plan.

The Overhaul

Kevin’s contributions improved the document’s readability and strengthened its value during the annual budget review process. He developed new appendices, seen here, detailing TSA capability breakouts and legislative mandates. As part of this effort, he authored nine capability descriptions and future‑state narratives, updated 21 technology descriptions along with their deployment counts and funding tables, and created an Equipment and Capabilities Image Catalogue covering 11 unique technologies. He also helped reformat and streamline the base plan, seen here, reducing its length while improving clarity and usability.
