Transportation Security Administration

From December 2016 through July 2024, Kevin consulted for the Transportation Security Administration, supporting the Offices of Policy, Plans, and Engagement; Enrollment Services and Vetting Programs; Requirements and Capabilities Analysis; and Strategy, Policy Coordination, and Innovation. In this role, he helped TSA articulate its highest-level goals and objectives, fulfill its obligations under the TSA Modernization Act of 2018, and enhance its air cargo and general aviation security programs. He also collaborated with interagency and private-sector partners to plan, coordinate, and implement critical infrastructure protection and resilience initiatives.

Customs and Border Protection

From December 2015 through November 2016, Kevin supported U.S. Customs and Border Protection’s Preclearance Field Office (PCFO) under contract. The PCFO facilitates lawful travel into the United States from foreign last points of departure, where CBP officers are stationed to clear travelers prior to boarding. Kevin conducted a stakeholder perception study on preclearance expansion and helped develop project management tools to transition expansion sites into operational preclearance ports of entry.

American Airlines

From 2002 to 2014, Kevin served as Manager of Government and Regulatory Affairs for American Airlines. As a registered lobbyist, he managed congressional relationships across key states including Texas, Florida, Oklahoma, California, Missouri, New York, and Illinois, and worked closely with members of the House and Senate Transportation and Homeland Security Committees. His portfolio included aviation and air cargo security, maintenance and safety policy, air traffic control modernization and funding, international route expansion and traveler facilitation, global distribution systems and strategy, and retiree pension plans and benefits.

From May 2001 to June 2002, Kevin served as Legislative and Appropriations Assistant to a U.S. Representative. He developed the Member’s appropriations requests and managed responsibilities related to the Budget and Ways and Means Committees. He also served as senior advisor on issues including transportation and trade, homeland security, international relations, healthcare, education, and telecommunications.
