Strategic Planning, Implementation, and Performance Management

Kevin guides organizations from where they are to where they aspire to be. He helps them envision their future state and define the vision, mission, goals, objectives, and activities needed to achieve it. He ensures results by measuring performance throughout the process and refining strategies as needed.

Kevin helped TSA establish the Strategic Planning and Program and Project Design, Monitoring, and Evaluation frameworks that shape the agency’s highest-level strategic goals and objectives, the implementation plans to achieve them, the performance measures to track progress, and the outcomes that define success.

Formalized as Management Directives, these frameworks launched a prolific period of agency-wide and capability-specific strategic planning. TSA published multiple public plans and internal strategies to guide operations and advance its mission.

During this period, Kevin supported TSA through the planning, assessment, development, drafting, and design phases of many of its strategic documents

His delivery of a restructured and graphically enhanced National Strategy for Transportation Security was recognized by the Administrator as one of TSA’s top accomplishments of 2023
